Having previously served as Assistant Deputy Superintendent and Counsel for the New York State Insurance Department and as Assistant Attorney General, Joseph C. Scala, Esq. has managed New York State's litigation against "Big Tobacco". He has negotiated and drafted numerous complex contracts, including the agreements that established the World Trade Center Captive Insurance Company, which provided a $1 billion insurance policy to cover the contractors that conducted debris removal at the site of the attacks of September 11, 2001.
